GCOW COVID-19 Update

Dear GCOW Owner,

I hope you all are having a smooth transition now that things are somewhat back to “NORMAL”. I hope you all have either received or applied for financial assistance with the government entities supplying grants and loans.

You should have recently received this from the NGCOA, but I wanted to make sure.

There has been a lot of legislation and related updates and materials shared since the Coronavirus outbreak. Here's what we've been working on most recently:

The Heroes Act

 The Heroes Act is a $3 trillion proposal which promises a second stimulus check, debt relief, student loan forgiveness, hazard pay, six more months of COVID-19 unemployment, housing and food assistance, and nearly $1 trillion in aid for state and local governments so they can pay "vital workers like first responders, health workers, and teachers" who are at risk of losing their jobs due to budget shortfalls.

The Heroes Act also makes changes to the federal government's new Paycheck Protection Program for small businesses. The plan currently requires small businesses to use 75% of the money for payroll expenses, or be forced to pay it back as a loan. The new proposal eliminates the 75% requirement, so small businesses could use the money as they please.

The President Signs Payroll Protection Flexibility Act

 On June 5, the President signed the Paycheck Protection Program Flexibility Act of 2020. The bill lowers the level required to be spent on labor from 75% to 60% and extends the 8-week period to spend the loan to 24 weeks. As of June 8, there remained $115 billion dollars available in the program.

Click here to see the National Restaurant Association's one-page report reflecting the differences between the original program and this new version. We know that many of our seasonal operators chose not to participate in this program due to the limited time to rehire following a late-season opening, so this is a great opportunity for those to apply for the PPP loan now.

Employee Retention and Paid Sick Leave Tax Credit

Update From the IRS

 On May 7, the Internal Revenue Service issued a news release reminding employers affected by the COVID-19 pandemic of the two new tax credits available to them: Employee Retention Credit and the Paid Sick Leave Credit and Family Leave Credit.

 

OSHA Issues New Reporting Requirements

Related to COVID-19

OSHA released revised enforcement guidance for recording cases of COVID-19. This guidance is intended to be time-limited to the current COVID-19 public health crisis. Please check OSHA's Coronavirus webpage frequently for updates. (Note: recording a COVID-19 illness does not, of itself, mean that the employer has violated any OSHA standard. And pursuant to existing regulations, employers with 10 or fewer employees and certain employers in low hazard industries have no recording obligations; they need only report work-related COVID-19 illnesses that result in a fatality or an employee's in-patient hospitalization, amputation or loss of an eye.)

The mission of the Golf Course Owners of Wisconsin (GCOW) is to provide education and advocacy on behalf of its members and to promote golf throughout the state of Wisconsin. The GCOW, established as a non-profit association in 1984, is a member of the National Golf Course Owners Association (NGCOA). It is governed by an elected board of directors.

 

The GCOW is an association that supports the golf course owners and operators in the State of Wisconsin. By representing and working on behalf of Wisconsin's courses, we serve to promote, protect and educate its members of all sizes.
